Statement of Partnerships with Cass Career Center & Columbia Southern University

The Central Cass County Fire Protection District has established a formal workforce development partnership with the Cass Career Center’s Adult Firefighter Training Program to support the recruitment, training, and professional advancement of individuals pursuing careers in fire and emergency medical services. This partnership is supported by Columbia Southern University, an accredited institution of higher education, which recognizes approved training programs by awarding college credit toward degree completion.

These programs are designed specifically for adult learners and structured to be completed sequentially, allowing participants to progress from Firefighter training directly into EMT-B certification. Upon successful completion, participants may earn up to 15 college credits for Firefighter training and 3 college credits for the EMT-B program offered by Central Cass County Fire Protection District. This structured pathway supports workforce readiness, credential attainment, and long-term career sustainability within the fire and EMS professions.

Columbia Southern University will award the associated college credit only to students who are formally enrolled in an online degree program and actively pursuing a college credential. This requirement ensures compliance with accreditation standards, academic oversight, and institutional credit-award policies while maintaining clear documentation and accountability for educational outcomes.

Columbia Southern University offers multiple online degree programs relevant to the fire and emergency medical services workforce, including Fire Science, Emergency Medical Services, and related public safety disciplines. These programs are delivered in a flexible, self-paced online format, enabling students to balance employment, volunteer service, and continued education while advancing toward nationally recognized academic credentials.

This partnership directly supports workforce development objectives by increasing access to accredited education, strengthening career pipelines, and promoting retention within the fire and EMS workforce. It further aligns with grant and public funding priorities by demonstrating measurable outcomes, including credential attainment, education-to-workforce alignment, and sustainable professional development pathways that enhance community emergency response capacity.

Opioid Settlement Fund Initiative:

Opioid Settlement Fund Initiative

The Opioid Settlement Fund was established to address the devastating impact of the opioid epidemic by investing in prevention, education, treatment, and emergency response. These funds are intended to strengthen local systems that save lives, reduce overdose deaths, and build long-term community capacity to respond to substance-use emergencies. A critical component of this effort is ensuring that communities have well-trained emergency medical professionals capable of recognizing overdoses early, delivering lifesaving interventions, and connecting individuals to appropriate care.

Central Cass County Fire Protection District (CCCFPD), in partnership with the Cass County Government Auditor’s Office, is utilizing Opioid Settlement Funds to identify and train individuals for professional careers in Emergency Medical Services (EMS). Through targeted EMT training and workforce development, this partnership focuses on strengthening front-line response, improving overdose outcomes, and reducing future addiction-related harm. Together, CCCFPD and Cass County are committed to combating the opioid crisis through education, professional training, prevention, and community-based emergency care, ensuring a safer and healthier future for the residents of Cass County.

As part of this initiative, Opioid Settlement Funds are being used to provide EMT-Basic (EMT-B) tuition scholarships through Central Cass County Fire Protection District. These scholarships remove financial barriers for motivated individuals who are committed to serving their community and pursuing careers in EMS and Fire service.  By investing directly in EMT-B education, CCCFPD and Cass County are expanding the local emergency medical workforce, increasing overdose response capacity, and ensuring that more trained professionals are available to deliver rapid, evidence-based care.  This strategic use of settlement funds directly supports overdose prevention, lifesaving intervention, and long-term community resilience through education and professional training.
