Fire Districts in the State of Missouri are created under the Statutes Section 321 in the  Revised Statutes of Missouri, RSMo Section 321 - MO.gov

Creation of CCCFPD:

A petition was filed IN THE CIRCUIT COURT OF CASS COUNTY, MISSOURI AT HARRISONVILLE  No. 32498 and a notice of time and place of HEARING OF PETITION was submitted to The State of Missouri. The petition hearing occurred in due form and there was an election for the voters to cast ballot for the creation of the Central Cass County Fire Protection District and elected thethree persons to serve as te first board of directors.
